Comparing China's 7.7% growth in its gross domestic product over 2012 with our own, without taking expectations into account, would be an obvious positive for the country. Unfortunately, higher forecasts weren't met, and investors are paying for it today. If you hold an energy or materials stock in your portfolio, you probably found your shares taken to the woodshed when the markets closed.

Finding value in sell-offs
Fortunately for value investors, this can be a great time to pick up some companies that you might have had your eye on. Several miners witnessed greater than 5% drops in share prices today which could be cause for worry if it was an isolated incident, but during broad market sell-offs, company-specific fundamentals usually remain intact.�

    Another under-$10 wireless telecom player that's starting to move within range of triggering a major breakout trade is Partner Communications (PTNR), a telecommunications company, provides cellular and fixed-line telecommunication services in Israel. This stock is off to a strong start in 2013, with shares up sharply by 29%.

    If you take a look at the chart for Partner Communications, you'll notice that this stock has been trending sideways for the last month, with shares moving between $7.28 on the downside and $7.96 on the upside. Shares of PTRN are bucking the overall market weakness today as the stock starts to move within range of triggering a breakout trade above the upper-end of its sideways trading chart pattern.

    Market players should now look for long-biased trades in PTNR if it manages to break out above some near-term overhead resistance levels at $7.80 to $7.85 a share and then once it clears its 52-week high at $7.96 a share with high volume. Look for a sustained move or close above those levels with volume that registers near or above its three-month average volume of 107,303 shares. If that breakout triggers soon, then PTNR will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside targets off that move are $10 to $12.20 a share.

    Traders can look to buy PTNR off any weakness to anticipate that breakout and simply use a stop that sits right below some key near-term support levels at $7.38 to $7.28, or below its 50-day at $6.97 a share. One can also buy PTNR off strength once it clears those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

DETROIT -- Chrysler is recalling 184,215 SUVs worldwide because a wiring problem could disable their air bags and seat belt pretensioners. The recall involves the 2014 model year Dodge Durango and Jeep Grand Cherokee. Most are in the U.S., but 57,443 SUVs are in Canada, Mexico and elsewhere. Chrysler says a short circuit in the restraint control module could cause the air bag warning lamps to illuminate. If that happens, the air bags and seat belt pretensioners may not work. Pretensioners tighten belts during a crash to hold occupants in place. Chrysler says it's unaware of any injuries related to the problem. Ford recalled 850,000 vehicles last month for the same issue. Both companies used restraint control modules made by auto supplier Bosch. Chrysler dealers will replace the modules for free. MSRP: $26,495 Resale value retained after five years: 50.5 percent Even under Fiat (FIATY) ownership, some elements of Dodge's mouth-breathing, knuckle-dragging, He-Man-Woman-Haters-Club approach to auto sales managed to survive. The built-by-car-guys-for-car-guys Challenger and its rebooted muscle car aesthetic still lingers to lure meatheads who value racing stripes and rims over, oh, just about any other element of their vehicle. Ordinarily, that alone wouldn't make one of these vehicles worth a second look five years from now --  even among the most superficial gearheads. But Fiat helped the Challenger smarten up a little bit by coupling a 305-horsepower V6 engine or 375-horsepower 5.7-liter V8 Hemi with loads of interior space, real-time touchscreen navigation, traffic updates, Bluetooth connectivity,  Sirius (SIRI) XM satellite radio, keyless entry/starter and a whole lot of Harman Kardon audio upgrades.
